CAHs are part of the Medicare Rural Hospital Flexibility (Flex) Program, which aims to ensure access to healthcare services for residents in rural areas.
To maintain CAH status, WhidbeyHealth must meet specific criteria, including:
- Maintaining 25 or fewer acute care inpatient beds
- Providing 24/7 emergency care services
- Keeping average patient stays to 96 hours or less

WhidbeyHealth, formerly known as Whidbey General, has been serving our island community since 1970. As a fully licensed and certified Critical Access Hospital with DNV Accreditation, WhidbeyHealth combines Medicare compliance standards with ISO 9001 quality management principles. The DNV program is specifically designed to help smaller, rural facilities maintain high-quality care while recognizing their unique operational challenges and resource limitations.

- Three EMS stations (North, Central, and South Island)
- Eight outpatient locations
With more than 700 staff members, an exceptional nursing team, and over 70 providers, WhidbeyHealth supports a broad range of inpatient and outpatient services.
Recent Financial Challenges and Recovery
WhidbeyHealth has faced significant financial challenges but has shown resilience. In early 2022, the hospital was nearly forced to close with less than five days of cash on hand. However, through new management and restructuring efforts, they have made substantial improvements, including the implementation of new financial reporting systems, an increase to 45 days of operating liquidity, the return of previously departed medical providers, and a successful DNV hospital reaccreditation.
